The box is not the point.
Major tenders now score Aboriginal participation, and that pressure has produced two kinds of suppliers: businesses built to deliver, and businesses built to be the tick. Here is how to tell them apart, and where Yurrah stands.
A target met on paper can still fail on site.
Social procurement frameworks exist because the old way locked Aboriginal people out of the value their own Country generates. They are good policy. But any scored target invites a shortcut, and this industry has found one: entities that hold the right certificate, pass the work through to someone else, and skim a margin for the privilege. Supply Nation calls the worst of it black cladding. On site it looks like a supplier with a registration and a letterhead. No trucks, no systems, and no one on the tools.
Everyone loses. The project carries a supplier who adds cost without adding capability. The participation report says something the ground doesn't. And the communities the policy was written for watch the value pass straight through somebody else's hands.
Ask who does the work
Real participation means the supplier's own people and partners deliver the scope. If the answer is a subcontract to the same firms you could have engaged directly, you are paying a toll, not meeting a target.
Ask to see the operation
Capability leaves evidence: fleet arrangements, delivery systems, safety records, people. A business that can only show you its certificate is showing you its whole business.
